The Exploration and Practice of the Development of Green Eco-Urban Areas in Guangzhou International FinancialCity

摘要: Active exploration has been carried out to determine a pattern for developing green eco-urban areas in the Starting Area of Guangzhou International Financial City with an emphasis on the core role of comprehensive green arrangement. By comparing and analyzing existing research, development of green technologies at home and abroad, and indicator systems of green urban areas of similar sizes, the builders developed a green ecological indicator system. They proposed a new concept called “district-level indicator” in order to emphasize the importance of classifying indicators according to different project situations. By verifying the indicators for all land parcels and assessing future costs and efficiency, experience accumulated in this project can be beneficial for future green eco-urban area development projects.

Development of New Modality Municipal Public Transportation for Guangzhou—Group Rapid Transit Systemas Supplementary Linkage from Guangzhou City Center to its Eastern Tourism Zone

摘要: As one of the primary business centers of China, Guangzhou has been undergoing rapid growth and expansion. Over the past decade, the Guangzhou Municipality Government has significantly upgraded its transport infrastructure, especially with the highly beneficial expansion of its Subway Mass Rapid Transit (MRT) system. Positive steps have also been taken to continue planning the construction of new roads, a Bus Rapid Transit (BRT) system and other transportation facilities. Further administrative and regulatory measures have also been implemented to control the situation, such as the banning of motorcycles from the central city area and the limitation of new automobile registrations. However, Guangzhou continues to face serious challenges of traffic congestion in and around the city center owing to further intensification of its population with economic growth. The need to ease Guangzhou’s stretched public transportation resources, and at the same time to support the realization of its “Eastward Advance” strategy, presents a unique challenge and opportunity to develop an advanced high-efficiency public transportation modality for Guangzhou, viz. the Group Rapid Transit (GRT) involving the use of automation-guided (driverless) smart-vehicles. This paper outlines the PRT/GRT (PRT: Personal Rapid Transit) smart-vehicle modality and also puts forth a proposal of Guangzhou’s first GRT route as the city’s first dedicated transportation link to the scenic landscape of the Eastern Tourism Zone. This GRT route will help in diffusing the city’s traffic congestion as well as support the effectuation of Guangzhou’s “Eastern Expansion” strategy, supplementing the ongoing expansion of the Guangzhou Municipality’s subway MRT networks.

Application of ecosystem health cost-effect analysis in eco-planning in Guangzhou City, China

摘要: Ecosystem health has been a focal point and research frontier of applied ecology in recent years, increasingly used in urban ecological studies. To quantify the effect of ecological improvement from eco-planning, an ecosystem health assessment method is used in eco-planning evaluation and decision support in the urban eco-planning research of Guangzhou City of China. Based on features of an urban ecosystem, five factors such as vigor, organizational structure, resilience, ability to maintain ecosystem service, and influence on people s health were selected to develop the assessment indicator system. Then, to evaluate the validity of planning measures, a cost-effect analysis of the different scenarios on eco-planning was made, taking investment of the planned projects as the cost and ecosystem health state after implementing the scenarios as the effect. To establish priority of all the proposed planning schemes or countermeasures, variation of the ecosystem health state was evaluated when the investment of eco-environmental construction projects changes by ±10%, ±20% and ±50%, respectively. Thus, the order of importance of eco-environment construction projects to the urban ecosystem health state can be worked out, providing a reference for prioritizing the implementation of such urban eco-environmental projects. The study proved the trial value of an ecosystem health evaluation method in urban eco-planning research.

摘要: From the perspective of systems engineering, this paper analyzes the characteristics of China’s bank card industry, including its accessibility, scale, and complexity. The author proposes a series of management methods for the financial informatization project by researching the general requirements of the financial information system and the characteristics and implementation of informatization in the bank card services. The paper concludes with an outlook on the future development of China’s bank card industry.

Does financial development lower energy intensity?

摘要: The growth-induced effects of financial development have been well-established in the empirical literature, as well as the significance of financial development to energy demand behavior. However, the empirical evidence on the relationship between financial development and energy intensity remains sparse in the literature. Given the multifaceted nature of the effects of financial development, the proposed relationship seems a complex one and warrants an empirical investigation. Using the case of Ghana, this study provides an empirical answer to the question: does financial development lower energy intensity? To provide solid grounds for either rejection or acceptance of the null hypothesis, this study performed several robustness checks. Generally, the evidence revealed that financial development lowers energy intensity. Further, the results revealed that the price of energy, trade liberalization and industry structure play significant roles. These results have important implications for the design of macro energy efficiency policies and the creation of a ‘Green Bank’.

Development of environmental management system in China's financial sector

摘要: The establishment of the environmental management system in the financial sector can be effectively promoted through the introduction of the environmental protection concept and its implementation by the financial sector. The impact of a sustainable development system on the sector is analyzed in this article from three aspects: environmental risk assessment, financing support for environmental protection projects, and financial services to environmentally friendly corporations and individuals. Influential factors on the development of the environmental management system in China’s financial sector are discussed from the perspective of various entities such as financial institutions, financial regulation authorities, environmental protection departments, corporations, and the public. It is pointed out that China’s financial sector is now in the transitional phase from a defensive attitude to a preventive attitude. Strengthening governmental guidance, the supervision of regulators as well as public awareness of environmental protection should be used to enhance the initiative in the development of the environmental management system in the Chinese financial sector.

Optimal portfolio design of energy storage devices with financial and physical right market

摘要: With the continuous development of the spot market, in the multi-stage power market environment with the day-ahead market and right market, the study associated with the portfolio of energy storage devices requires that attention should be paid to transmission congestion and power congestion. To maximize the profit of energy storage and avoid the imbalance of power supply and consumption and the risk of node price fluctuation caused by transmission congestion, this paper presents a portfolio strategy of energy storage devices with financial/physical contracts. First, the concepts of financial/physical transmission rights and financial/physical storage rights are proposed. Then, the portfolio models of financial contract and physical contract are established with the conditional value-at-risk to measure the risks. Finally, the portfolio models are verified through the test data of the Pennsylvania-New Jersey-Maryland (PJM) electric power spot market, and the comparison between the risk aversion of portfolios based on financial/physical contract with the portfolio of the market without rights. The simulation results show that the portfolio models proposed in this paper can effectively avoid the risk of market price fluctuations.

摘要: The paper empirically studies the engineering practices of the national currency circulation information system-China Union Pay’s Bankcard Information Exchange System. By integrating the meta-synthesis methodology and the financial information system engineering, the paper proposes basic principles and processes of the giant and complex financial information system engineering management, and further explores its paradigm and toolkit.

广深港高速铁路狮子洋水下盾构隧道修建技术

广深港客运专线狮子洋隧道为我国首座水下铁路隧道,也是我国第一条特长水下隧道,其设计速度达350 km/h,该隧道为广深港高速铁路的关键性工程。针对该隧道的工程地质环境和采用的盾构法施工技术,特别是该隧道在我国首次采用了盾构对接方法施工,介绍了该隧道修建的有关设计与施工的技术,并提出了相应的技术措施。

金融零售支付风险控制的现状、挑战与对策研究

摘要:

随着我国金融开放、普惠金融与金融科技的发展,金融零售支付产业正在由高速度增长向高质量增长转型升级,当前金融零售支付风险呈现出更加复杂严峻的态势。新型冠状病毒肺炎疫情的发生,使得人们的消费和支付习惯发生了很大变化,已经对金融零售支付风险控制研究提出了新的课题。本文分析了金融零售支付风险控制的新特点与不足,梳理了金融零售支付风险控制的现状,产业主体在合规履职、账户管理、交易监测、信用评估、数据安全、身份验证、技术风险等七方面的挑战。研究提出了关键在于建立完善与复杂严峻态势相匹配的全面风险管理体系与智能风控体系的观点,具体从数据共享、智能模型、系统架构、管理体制、人才培养五方面提出了对策建议。

Real option-based optimization for financial incentive allocation in infrastructure projects under public–private

摘要: Financial incentives that stimulate energy investments under public–private partnerships are considered scarce public resources, which require deliberate allocation to the most economically justified projects to maximize the social benefits. This study aims to solve the financial incentive allocation problem through a real option-based nonlinear integer programming approach. Real option theory is leveraged to determine the optimal timing and the corresponding option value of providing financial incentives. The ambiguity in the evolution of social benefits, the decision-maker’s attitude toward ambiguity, and the uncertainty in social benefits and incentive costs are all considered. Incentives are offered to the project portfolio that generates the maximum total option value. The project portfolio selection is formulated as a stochastic knapsack problem with random option values in the objective function and random incentive costs in the probabilistic budget constraint. The linear probabilistic budget constraint is subsequently transformed into a nonlinear deterministic one. Finally, the integer non-linear programming problem is solved, and the optimality gap is computed to assess the quality of the optimal solution. A case study is presented to illustrate how the limited financial incentives can be optimally allocated under uncertainty and ambiguity, which demonstrates the efficacy of the proposed method.

摘要: Taking a certain housing in Guangzhou as an example, we conduct the field measurement of the microclimate at fixed points for air temperature, relative humidity, black globe temperature and wind speed, etc. We investigate the effects of manmade lake, shade of trees and ground surface character on outdoor thermal environment, and make a quantitative analysis on the weighting position of the landscape design factors in design behavior. The study intends to explore a method to improve the thermal environment of residential quarters by changing the corresponding factors.
